- Weight above the one-ounce base letter allowance
- Dimensions outside the applicable letter standards
- Square shape, excessive rigidity, thickness variation, or other nonmachinable characteristics
- A flat, parcel, or package rather than a qualifying letter
- An international destination or an added postal service
