Yes. Every unused Scooby-Doo stamp remains valid for the current one-ounce First-Class Mail letter rate because it is a Forever stamp. Its 2018 issue year does not reduce its postal value. Heavier, oversized, square, rigid, or nonmachinable pieces can require additional postage.
